Shannan Holder Starkey is a native of South Florida. She graduated from the University of Florida in 2008 with a Bachelor of Science in Advertising, and in 2011, she graduated from Tulane Law School in New Orleans, Louisiana.

Mrs. Starkey began her legal career as an Assistant Public Defender for the 17th Judicial Circuit in Broward County, Florida. While there, she developed a passion for trial and litigation advocacy. She tried second and third-degree felonies, which received media attention from USA Today and NPR.

In 2013, Mrs. Starkey left the Public Defender’s Office to practice civil litigation, representing financial institutions in foreclosure actions and real estate matters across the entire State of Florida in Circuit Court. She then practiced insurance defense and personal injury in 2016, focusing on first and third-party actions, including insurance coverage disputes, declaratory actions, pre-litigation fraud matters, property auto litigation, PIP suits, and auto glass litigation.

She quickly developed a passion for consulting large insurance carriers, advising them on handling pre-litigation and litigation matters based on jurisdiction, current case law, and current enacted statutes. Providing legal opinions to structure departments has become her niche and as she moves into the Mergers and Acquisitions division she will leverage her expertise in consulting Fortune 500 companies. Shannan Holder Starkey is currently the head of the insurance defense practice group in Florida.
