Penny serves as Counsel at Lucosky Brookman LLP. She is an experienced securities and general corporate lawyer, advising clients with respect to private and public securities offerings, periodic and other disclosure obligations under federal securities laws, merger and acquisition transactions, and general corporate and securities law compliance.

Penny began her legal career with the U.S. Securities and Exchange Commission, serving for over four years as an Attorney-Adviser with its Division of Corporation Finance. Prior to joining Lucosky Brookman, Penny was Of Counsel at Baker|Donelson and had also practiced as an Associate with Arnold & Porter LLP (now Arnold & Porter Kaye Scholer LLP). Penny received her Juris Doctor from Washington College of Law, The American University, where she was an editor at its Journal of International Law and Policy, graduating summa cum laude. She received her Bachelor of Science degree in Business Management/Marketing, also summa cum laude, from the State University of New York At Binghamton.

A writer and lecturer on securities law and compliance, Penny currently serves as Chair of the Committee on Securities Law of the Business Law Section of the Maryland State Bar Association and on the Board of Governors of the Maryland State Bar Association, as is a Past Chair of the Business Law Section.
