Joseph Lucosky Participates in First SEC Small Business Capital Formation Advisory Committee Meeting

On July 21, 2026, Lucosky Brookman Managing Partner Joseph Lucosky participated in his first meeting as a member of the SEC’s Small Business Capital Formation Advisory Committee (SBCFAC), joining fellow committee members, SEC leadership, and market participants to discuss several proposals that could significantly impact emerging growth companies and the U.S. capital markets.

The meeting covered a range of topics aimed at improving capital formation, including expanding Form S-3 eligibility, simplifying reporting requirements for smaller public companies, and enhancing accommodations for emerging growth companies. These issues have become increasingly important as regulators continue to evaluate ways to encourage companies to access, and remain in, the public markets.

The meeting opened with remarks from SEC Chairman Paul S. Atkins, who welcomed the Committee’s newest members and discussed the Commission’s broader approach to promoting capital formation while maintaining strong investor protections. SEC Commissioners Mark T. Uyeda and Hester M. Peirce also addressed the Committee, sharing their perspectives on the current regulatory landscape and opportunities to improve the public company ecosystem.

Joseph’s appointment to the Committee reflects his longstanding work representing emerging growth companies, investment banks, and other capital markets participants. Throughout his career, he has been actively involved in discussions surrounding public company regulation, exchange listing standards, and policies affecting access to the U.S. capital markets.

The Committee’s recommendations are advisory but often play an important role in shaping future SEC rulemaking and policy discussions.
